The Role
The Area Officer is required to run and maintain a Area structure, whilst providing support to ensure the efficient running of MTC Units within their defined Area.
The AO will be the first point of contact and support for unit OiCs and also, Volunteer Business and Support Manager (VBSM), as the points of contact for advice on Unit Management Team (UMT) matters. This role will undertake “regulated activity” and will therefore require an enhanced disclosure with barring check to be repeated at no less than three yearly intervals.
Primary Purpose
The Area Cdr’s primary purpose is to lead the Area, ensuring a great experience for Cadets in the Area of Operations and to ensure that this experience is maintained through suitably challenging and enjoyable camps, courses and other events in line with MTC policies. Also to ensure that MTC Units maintain high standards of discipline, administration, training and safety in accordance with regulations and instructions.
Secondary Purposes
The secondary purposes of the AO are:
– Support and advise the area staff on all matters relating to the MTC.
– Provide support and advice to OIC within the area, so that the aims of the MTC are met.
– Support and advise the Senior Leadership Team.
– To act as a member of the area Senior Management Team.
Principle Tasks
The following are the principle tasks of the AO, but the list is not exhaustive:
– Ensuring that Units comply with MTC regulations and instructions and paying particular attention to the safe conduct of all activities involving cadets and/or members of the instructional staff.
– Carrying out Unit Review Visits (URVs) and other inspections/visits as directed by the NHQ
– Completing annual assessments of all Units within the Area, forwarding them to NHQ with recommendations for annual individual and unit awards.
– Monitoring Unit training and staff development programmes to ensure that Cadets are trained in accordance with the Cadet Training Programme (CTP) and other current syllabuses, that staff are being correctly trained for their appointed tasks and that full use is being made of courses at Area/Unit and National levels.
– To chair regular meetings with senior Area staff.
– To monitor the morale and welfare of all Area personnel and cadets.
– Advising unit Officers-in-Charge (OiCs) on appointments as needed
– Supporting the interviewing process for potential staff members and advising unit OIC’s on appointments of Civilian Instructors (CI) and uniformed staff.
– Advising unit OIC on uniformed matters including staffing, training and administration.
– Keeping the SSO and VBSM informed on MTC uniformed matters, within their respective areas of responsibility that may require Headquarters interaction.
– Organising Area Meetings and supporting meetings providing advice as necessary.
– To convene MTC Examination Boards within the area, and act as Board Manager.
– To participate in all disciplinary procedures and investigations involving Area personnel and cadets in conjunction with the relevant staff personnel.
– Ensuring that MTC stores and equipment, within the Area/Unit are correctly used and maintained.
– Ensuring that the Unit Funds is maintained and accounted for in accordance with current MTC requirements.
– Organise Area events to complement Unit training and to support the area training and competition calendar.

The Executive Officer (Training) (XO(T)) is a senior uniformed CFAV (or, in exceptional circumstances, Service Helper) appointment in HQMTC. They are responsible for the direction and delivery of training, activities and events across the MTC, liaising with unit OCs and other senior staff as required. XO(T) is also responsible for providing strategic oversight of health and safety in the MTC.
XO(T) should be proficient in Microsoft Office products as well as having experience in health and safety matters. The role will normally be held for a period of 5 years, and subsequently reviewed annually (and subject to an initial six-month probationary period).
Primary Tasks
XO(T) shall fulfil the following Primary Tasks:
Report to DComd MTC and be third-in-command of the MTC.
Oversee and monitor the effectiveness of health and safety management across the MTC, liaising with unit OCs and HSOs as required (noting that OCs remain the duty holder for their respective parts of the MTC).
Provide strategic management oversight of training and activities, working with the unit TOs to ensure such activities are conducted in a compliant and safe manner, and in accordance with the regulations.
Oversee mid and long-cast events planning, making sure such events are promulgated to stakeholders as required.
Oversee cross-unit display team and Training.
Take the lead on designated MTC-wide events, liaising with unit personnel and other stakeholders as required (including Summer Camps).
Identify and explore opportunities for continued cadet and CFAV skills development.
Assist with assurance inspections and attend MTC units for formal and informal visits.
Carry out special projects as directed by the Commanding officer.
Be a senior member of the MTC Executive team.
Approve expenditure and financial payments in accordance with regulations
Be the line manager for the Training Wing.
Attend MTC Officer Appointment Boards.
Other duties within the purview of the appointment.
Secondary Tasks
XO(T) may fulfil the following Secondary Tasks:

Organisation and training Set up and command a team of qualified Supervisors and trainers Ensure the Regiment holds the necessary equipment for the fullest possible range of activities. Maintain the equipment in good order, and replace it when necessary. Liaise with Area Staff to ensure AT receives the appropriate support |
UNIT TRAINING OFFICER (UTO)

The Role The UTO will oversee the delivery of all unit training and will be the first point of contact on training matters and, as such, in consultation with the OiC. This role will undertake “regulated activity” and require an enhanced disclosure with a barring to be repeated at three yearly intervals. Primary Purpose The primary purpose is to facilitate cadets’ safe and compliant training by planning a comprehensive training programme to be delivered by current and competent instructional CFAVs. All training is to be in line with the current MTC policies. Secondary Purposes The secondary purposes of the UTO are: – To liaise and work collaboratively with other members of the Unit Command Team. – To ensure that the OiC has approved all unit training. – To coordinate unit training by having an overview of the Junior and Cadets training programmes on behalf of the OiC. – To share ideas and develop links with other UTOs within the MTC. – To support and promote the attendance of cadets and volunteers on Training Courses, Events and Competitions.

UNIT CHAPLAIN
- Duty Location – MTC Unit
- Reports to – HQ
- Rank Range – N/A
Primary Purpose
The primary purpose of the Unit Chaplain is to ensure religious services, spiritual guidance, and counselling are available to all unit members, regardless of faith.
Secondary Purposes
The secondary purposes of the Unit Chaplain are:
− To instruct cadets in any subject in which they are qualified.
Accountability
The Unit Chaplain is accountable to:
− The OiC for unit duties.
− Area Chaplains for broader spiritual support.
Principal Tasks
The following are the principal tasks of the Unit Chaplain, but the list is not exhaustive:
- Regularly attend their unit in agreement with the OiC.
- Instruct cadets in any subject, specialisation or proficiency they hold appropriate qualifications.
- Conduct religious services at unit parades and events.
- Support events where possible.
- Attend Courses as required.
